The IRC opened the country program in Afghanistan in 1988. Our programs span the range from humanitarian relief to early recovery and development activities, focusing on child protection, education, economic wellbeing, health, and power. The IRC works in 10 provinces throughout Afghanistan, among which some of the most security volatile, and employs over 1000 staff.

Job Descriptions:

  1. Plan for and ensure successful implementation of the project activities in the province; promote and ensure the quality of implementation, accountability of the activities and doing no harm to the beneficiaries.
  2. Together with the team, prepare regular progress reports and reflective documents about the program, and submit to the Kabul main office.
  3. Identify and respond to deviations in project area and inform the Field Coordinator and Kabul main office of actions to be taken.
  4. Provide overall supervision to the provincial education team members; plan for and implement job-related training and development activities for supervised staff. 
  5. Oversee and ensure proper maintenance of database of the program activities.
  6. Prepare and submit monthly reports to Kabul main office, attend meetings in Kabul.
  7. Ensure that accurate and updated records of logistics and inventory of the education activities are maintained.
  8. Provide timely financial projections to the Field Coordinator and Kabul main office; maintain records of all expenditures approved by the Education Coordinator for program activities. 
  9. Monitor education program expenses in the province to ensure budgets are followed and expenses are appropriate and recorded.
  10. Maintain proper communication with other units of the field office and Kabul; monitor movement of education staff members
  11. Work with the provincial education team to continue to assess the educational needs of beneficiaries and develop appropriate education strategies. 
  12. Serve as focal person for developing protocols with MoE in the province and ensure that IRC Education maintains and strengthens relationships with all relevant MoE departments and to ensure sustainability of the program achievements.
  13. Establish and maintain close relationship with other CBE organizations in the province to facilitate mutual enforcement and avoid duplication of efforts.

Coordination:

  1. Coordinate all field/project area activities with the Education Technical Advisor, Education Coordinator, and Field Coordinator. 
  2. Coordinate with provincial education staff, including Master Teacher Trainer, Teacher Trainer and Community Mobilizers. 
  3. Coordinate with other provincial Education Managers in sharing program innovations, best practices,
  4. lessons learned, etc.

Other Responsibilities:

    1. Attend and participate in trainings identified/organized by your supervisor
    2. Follow any new procedures and guidelines designated in circulars from Country Director
    3. To report any violations of the IRC MRPs. The reporting of violations is an obligation on the part of all staff members.
    4. To assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of beneficiaries by IRC and other humanitarian workers.
    5. Any other job related duties as assigned by your supervisor

Job Requirements:

  • Bachelor’s degree, preferably in Education.
  • 1 to 2 relevant working experience in setting up and/or managing development programs, especially education.
  • Demonstrated budget management skills; good report writing and critical thinking skills.
  • On-the-job coaching skills for the supervised staff.
  • Strong personnel leadership skills.
  • Ability to establish and maintain productive relationship with government and non-government organizations.
  • Knowledge of the value of education in Holy Islam, child development and the current trends of education in Afghanistan.
  • Knowledge of the local community structure, dynamics and development.
  • Good written communication skills in English; excellent skills in Pashto, skills in Dari will also be an asset.
  • Ability to frequently travel to the target communities in the districts, and to Kabul.
