The Aga Khan Foundation, Afghanistan (AKF (Afg)) is an agency of the Aga Khan Development Network (AKDN), a group of international, private, non-denominational development agencies working to improve living conditions and opportunities for people in some of the poorest parts of the developing world. The Aga Khan Foundation (AKF) is a non-denominational international development agency established in 1967 by His Highness the Aga Khan. Its mission is to develop and promote creative solutions to problems that impede social development, primarily in Asia and East Africa. Created as a private, non-profit foundation under Swiss law, it has branches and independent affiliates in 19 countries.
AKF seeks to provide sustainable solutions to long-term problems of poverty, hunger, illiteracy, and ill health. In Afghanistan, AKF works with rural communities in mountainous, remote or resource poor areas to improve quality of life in the areas of natural resource management, market development, governance, education, and health.
POSITION OBJECTIVE
The area security officer will be responsible for the overall daily management of all security-related functions within the assigned area offices, including, people, assets, property, and project activity. The Area Security Officer will also be responsible for area safety operations. This will be under the direction of the Area Manager and Regional Security Officer.
JOB DUTIES AND RESPONSIBILITIES
• Collect, collate, analyse, and report on relevant security-related information.
• Liaise with other relevant third parties / external stakeholders (IEA – Other NGOs etc).
• Ensure all Security Level System (SLS) standards and requirements are applied.
• Ensure SLS minimum preparedness levels are in place.
• Conduct Security Risk Assessments (SRA), as required.
• Conduct Premises Vulnerability assessments (PVAS), as required.
• Conduct route and movement assessments, as required.
• Manage and supervise the area office and guesthouse, physical, technical and manpower, operations.
• Conduct regular (as per SLS) emergency security and safety drills and rehearsals.
• Conduct staff and arrivals security briefings.
• Compliance with primary security plans – JMP – MERP – HRE – CSP -Contingency plans.
• Safety equipment reviews and serviceability – Medical, Fire equipment, detectors, Alarms/alerts. Signage
• Collate all emergency response contact numbers.
• Regular liaison with the National Program Office’s security department.
• Security and incident reporting.
• Advise the Area Manager and Regional Security Officer on security developments, requirements and any support required.
• Manage the bulk SMS and Call tree functions.
• To carry out the responsibilities of the role in a way which reflects AKF (Afg)'s commitment to safeguarding staff, beneficiaries and protecting children from harm and abuse in accordance with AKF (Afg)s Safeguarding policy.
• To report any suspicions or actual violations of the Safeguarding Policy and and/or Child Safeguarding Policy as per the given training.
DECISION-MAKING & AUTHORITY
• Safety – in consultation with the Regional Security Officer
• Security -In consultation with the Area Manager and Regional Security Officer.
JOB SPECIFICATION
• Bachelor’s degree in law, social science or relevant.
• 3 years’ work experience in Safety and Security.
• Understanding of the regional dynamics, political, social, economic, and security.
• Good regional ground knowledge.
• Previous experience in a safety and security-related role is preferable.
• Good administrative skills and ability to organize staff to complete tasks on time and within a set budget.
• Able to develop office security and safety plans and the ability to communicate these plans in a logical and structured manner to other staff members.
REQUIRED CORE COMPETENCIES
• English written and spoken.
• Report writing.
• Assessments – dynamic and formal.
• Good communication skills at all levels.
• Planning and implementation of security tasks, activities, and projects.
• Experienced in external stakeholder engagements.
