Job Descriptions:

The Jobholder shall be accountable for the following tasks and responsibilities:

Operational Risk Management

  • Provides the vision and development of operational risk function, staff and supporting tools.
  • Designs and implements a Bank-wide operational risk management framework.
  • Ensures good governance and ongoing management of operational risk across the Bank’s operations. Monitors the Bank’s operational risk exposure.
  • Ensures the Bank’s operational risk and BCP (Business Continuity Plan) policies are adhered to.
  • Manages the subordinate staff, assigns tasks and goals, and analyses their performance. Supports their skills development.

Data Analysis and Reporting

  • Ensures the identification and impact assessment of risks affecting the Bank’s operations.
  • Collects data, analyses of data, and drafting of report on operational risk incidents and incurred loss.
  • Collects data from the Bank’s units (Departments and Branches) on Key Risk Indicators, their tolerance levels, Risk Controls Self-Assessment, and conducting of analyses, and preparing of relevant reports.
  • Performs on-site assessment of operational risk in the Bank’s units (Departments and Branches).
  • Analyses critically the incidents of operational risk and their impact. Draws conclusions and recommendations from the analyzed data.
  • Provides input to root causes analyses of the essential risks the Bank is facing.
  • Drives the calculation of operational risk charges for capital adequacy ratio (annually).
  • Maintains the risk reporting framework in an appropriate way for different audiences.
  • Develops the reporting framework to include any new Bank’s products and/or activities.

Development of Policies, Procedures and Supporting Tools

  • Plans, designs and implements comprehensive risk management framework and operating models. Ensures periodic review of the Risk Management Department policies and procedures.
  • Develops tools and measures to control, mitigate and transfer risks.
  • Provides for the establishment and maintenance of records, including lending policies, collateral management, claims and loss experience.
  • Contributes to the business continuity planning and implementation.
  • Contributes to BCP and DRC testing.
  • Ensures maintenance of high departmental standards and providing support, education and training to staff, commonly at management level.
  • Reviews and contributes to other departmental policies, new products, and services shared with the RMD.

Other tasks and duties may be assigned if needs arise.

Job Requirements:

  • University degree (preferably Master’s) and certificates to confirm his/her risk management skills. If no professional certificates are available, the Candidate must have relevant documented professional experience.
  • Minimum six years of total experience with the most recent three years of relevant experience (in risk management, operational risk, and internal audit or internal control department of a bank).
  • Good knowledge of Da Afghanistan Bank regulations and Basel Committee guidelines pertaining to prudent risk management.
  • Experience and/or training in internal controls or risk control frameworks.
  • Previous experience in managing a team and/or dealing with senior employees.
  • Experience in working on cross-functional teams, performing activities in geographically dispersed environment, providing internal training and coaching of peers.
  • Excellent Excel skills, attention to detail.
  • Pro-active and constructive attitude, initiative, self-confidence, excellent analytical and reporting, presentation, and communication skills.
