 HealthNet TPO in Afghanistan aims to improve the health status of the people in Afghanistan by supporting the local communities and the Government of Afghanistan in the development of a sustainable health care system.  HealthNet TPO is working in Afghanistan since 1994, implementing integrated health projects managed mainly by national staff and supported technically by expatriate staff from the headquarter office. HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. Health Net TPO is currently implementing projects in 22 provinces and the major program it implements are Malaria Control program,SEHATMANDI projects in four provinces, nutrition,  Mental Health and Psychosocial program through a community system strengthening approach.

HealthNet TPO has a zero tolerance toward sexual exploitation and abuse and child abuse. HNITPO takes seriously all concerns and complaints about sexual exploitation and abuse and child abuse involving HNITPO employees and Related Personnel.

Job Descriptions:

Program Management and Development

  • Oversee the implementation of quality health programs and ensure that program goals, objectives, targets, and activities are met.
  • Prepare program implementation plans in coordination with the Grants Technical Coordinator and project management team for all departments like, technical, procurement/logistic, administrative, finance, transport, security and etc.
  • Conduct regular (weekly, monthly) supervision/monitoring visits to the various project sites, ensuring that projects utilize standardized protocols, policies and guidelines, as outlined by the Ministry of Public Health. Identify technical quality and/or other implementation issues and provide solutions and follow-up to ensure projects are on track to meet goals and are consistent with established best practices.
  • Ensure that the health program is implemented in line with the HNTPO principles and policies (procurement, logistic, HR, finance, and etc):  promoting and protecting rights, participation, capacity building, partnership and holistic programming.
  • Strictly follow up the medical and operational supply chain system, stock recording, timely ordering for the supplies and accountabilities in relation to the warehousing and using of the supplies including medicines and medical items.
  • Work with finance to provide accurate and timely spending plans, cash forecasts, and salary allocations as well regular monthly base review of BCR or working budget and bring some adjustment in the BLs.
  • Represent HNTPO in all health-related forums in regional and provincial levels, including health cluster, nutrition cluster and any other health related working group.
  • Be ready to attend quarterly and monthly coordination meeting in provincial and Kabul offices.
  • Work closely with HMIS/M&E team, collect the initial data in provincial level for developing of any health-related concepts and proposal.
  • Ensure all 11 KPIs and other project deliverable are followed up with the relevant departments, HFs, hospital, and the set targets are achieved,
  • Represent the Organization and the project in meetings with MoPH technical departments, and UNICEF, WHO, PHD and other stakeholders in the national, regional and provincial level
  • Regular weekly or bi-weekly staff meetings (including PH director, admin/finance) to discuss the project progress, challenges, progress and way forward.
  • Regular conducting the performance management committee meeting bi weekly and follow up the action points with all relevant staff
  • Ensure for proper and standard filling system both hard and soft in project office and kept regular update accordingly
  • Regular follow up with project management team regarding the any kind of complaints and provide on time proper response to them (GRM, PESA, EES, Awaz Afghanistan, and etc)

Staff Supervision & Development

  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Directly supervise project management team, ensuring regular performance reviews.
  • Review and finalize the developed staff training plan based on training need assessment.
  • Ensure training and ongoing capacity building opportunities for staff on technical and project management skills.
  • Review and revise the JDs (ToRs) of all supervisors and add very important deliverables
  • Develop communication and coordination SoP for all project staff and identifying the communication level for each individual to avoid duplication and confusion.

Grant Management and Reporting

  • Manage all health grants, and work with the Grants Technical Coordinator to develop work, spending and procurement plans for all projects.
  • Participate in the development of proposals, budgets, and concept notes for future health interventions.
  • Prepare internal and external reports (such as narrative reports, DHIS2 data reports) within agreed deadlines using HNTPO and donor formats, as required.
  • Review Budget vs. Actual (BVA) reports monthly, recommend actions to correct identified problems.
  • Work closely and coordinate with project Operations, Finance and HR departments to ensure compliance with grant requirements.

Coordination & Representation

  • Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors in the province.
  • Maintain good coordination with provincial health authorities and other health related partners.
  • Identify the way for improving the coordination and communication with all project staff

Monitoring and Evaluation

  • Ensure all required donor reports are completed on time and to a high standard.
  • Oversee the collection and timely reporting of program data and indicators for all health programs in line with HNTPO’s guidelines and according to internal and donor requirements, ensuring timely collection and entry of program data.
  • Conduct fortnightly/monthly program data analysis with health facilities directors to discuss progress on grant indicators, disease trends, define action points for how to stay on track with grant requirements, and follow up with those points
  • Work with the HMIS/M&E team to produce and analysis all weekly, monthly, or quarterly reports and ensure timely submission of all such reports.
  • Conduct monthly review of the projects plans with timeline for each individual activities
  • Conduct root cause analysis (RCA) monthly base for all KPIs, QOC and identify the gaps and PIP should develop for improvement.
  • Other Duties
  • Travel outside of province (job location) for needs assessments and implementation as needed.
  • Consistently and proactively monitor/assess the safety and security of field teams, promptly reporting concerns or incidents to HNTPO management and liaising with other external parties as required to maintain/enhance the security environment.
  • Other duties as assigned by the Health Program Director to enable and develop HNTPO programs.

Job Requirements:

- Graduated from recognized Medical University with Master in Public Health (or a related field),

- 15 years of experience in Health Programmes Management in developing countries.

- Short Term trainings project management, M&E, Reporting writing etc.

- Computer Ms office, office IT equipment e.g. internet.

- Local language Pashto, Dari and English required

- Working under pressure, honesty, coordination and communication skill, hardworking, problem solving skill and team working and field HFs experience.
