World Vision International (WVI) began emergency relief operations in Afghanistan in 2001 by addressing the urgent needs of children and families affected by natural disasters and decades of conflict. More than a decade later, World Vision Afghanistan’s (WVA) programs have expanded to development sectors such as health, nutrition, WASH, child protection, and education, empowering women to engage in civil and social change through interfaith partnership.
WVA targets the most vulnerable in its interventions; including children, women, Internally Displace Persons (IDPs), and returnee refugees, as well as the most impoverished and marginalized families. These priorities have been chosen to contribute to our Goal of: “Improved survival and well-being of Afghan girls and boys, building the foundations for a better future for Afghan children and their communities.”
Our work is well established in Herat, Badghis, Ghor, and Faryab provinces in the western region of Afghanistan. We work closely with all levels of society including children, parents, teachers, village councils, religious leaders, ministries, provincial departments, and other national and international agencies.
Job Purpose
The WVI-FCDO (DAWAM) project seeks to contribute to decreased morbidity and mortality in women and girls including PLWD in seven provinces of Afghanistan. DAWAM will affect medium term change in communities in marginalized and hard to reach areas by providing equitable, inclusive and safe access to health and nutrition services for high-risk groups. This will encompass providing lifesaving health and nutrition services for populations not covered by BPHS, engaging diverse actors to deliver integrated malnutrition treatment in communities and health facilities; gender and disability inclusive WASH facilities in health centres; and access to wash services for marginalized and hard-to-reach-communities.
This is a full-time, grant-funded position which directly reports to the Project Director, and it is 100% dedicated to manage the WV Health-led FCDO consortium, consisting of the Action aid, AAA, and BBC Media action.
This is a field-based position in Herat Afghanistan, with trips to remote field sites where living and working conditions will likely be more basic.
Major Responsiblities
Partner Coordination and Communication
Primary contact for consortium partners during the life of the grant period in relation to health and nutrition interventions.
Be responsible for maintaining and strengthening relationships with key partners, especially health and nutrition focal points.
Responsible for handling reporting of partners and WVI health and nutrition component of the DAWAM project, ensuring overall quality of the consortium is being upheld.
Flag issues to Project Director and consortium steering committee as required.
Enable information sharing and partner communication in a spirit of collaboration.
Build and foster healthy working relationships with consortium partner staff.
Providing health sector reports from all DAWAM partner and share with the project director and WVI Health sector lead.
Grant Management and finance management of the health and nutrition component of the DAWAM project:
Monitor progress of health and nutrition activities consortium towards achieving project targets, flagging any concerns to the consortium steering committee.
Monitor consortium expenditure and forecasting, liaising with partners on under/overspending of the health and nutrition component of the WV DAWAM project as well as all consortium members as required.
Compile and synthesize reports from all consortium partners to produce timely and accurate donor reporting and share with the project director as well as to the health and nutrition sector lead for recording.
Maintain link between partner finance departments and WVI finance in areas of the health and nutrition activities and way-forward.
Ensure smooth, timely cash flow to consortium partners, ensuring partners understand cash request requirements.
Ensure compliance requirements maintained within consortium, including audit notification and coordination.
Quality Assurance
Flag issues where quality might not be maintained and seek solutions for challenging issues.
Support partners with advice in challenging liaison with authorities and help share lessons learned.
Form working groups where lessons learned can be shared and experience learned from between partners.
Donor Relations, reporting and Representation.
Act as primary contact for DAWAM project for health component of the consortium-related matters.
Maintain a very good relationship with all DAWAM partners members and properly follow the health and nutrition component of the project with all members and with donor as directed by project director.

To be aware and prepared to implement WV Afghanistan Humanitarian and Emergency Affairs plan under the context of Badghis/Ghor urban and rural interventions.
Required Professional Experience and Education
At least 5 years of relevant experiences working with national and international NGOs.
Experience of leading the consortium is preferred.
Public health background (MD, Midwife, nurse or equivalent).
Preferred Knowledge and Qualifications
Humanitarian context knowledge and experience.
Experience in developing action plans, preparing curriculum and training/orientation materials.
Experience in documentation and reporting.
Experience working with community leaders (Community Based Structures).
Experience in adult learning methodology and monitoring of training activities.
Ability to work with minimal supervision.
Ability to work as part of a field team.
Very good communication with communities and local authorities.
Excellent presentation and communication skills.
Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context.
