About MMRCA:

Background Information:

The Medical Management and Research Courses for Afghanistan (MMRCA) is a national, non-for profit, non-political, humanitarian organization established in March 2008 by Afghan Health Professionals and is registered as an NGO with the ministry of economy (MoE) of the Islamic Republic of Afghanistan.

MMRCA has been implemented SEHAT-II, SEHAT-III, SEHATMANDI and HER (BPHS+EPHS) Projects in Ghazni, Badghis and Faryab provinces. Currently MMRCA has been awarded the Health Emergency Response Projects Samangan and Sar-e-Pul since 1st Jan 2024 and will continue until end of 31st Mar 2025.

Through HER Sar-e-Pul project MMRCA has been providing quality health services to the entire population of the province according to BPHS and EPHS guidelines and MoPH policies/ strategies. These services are providing through one 3-DHs, 9 CHCs, 20 BHCs, 32 PHCs, one MHT, 5 FHHs and one Prison Health Center. Similarly, HER Samangan has a total of 47 HFs including 3 DHs, 4 CHCs, 14 BHCs, 21 Sub-centers, 1MHT, one prison health center and 3-FHHs.

MMRCA invites and encourage eligible candidates to apply for the position of Health RH Officer/PSEA Focal Point located at Kabul main office and require travels to Samangan and Sar-e-Pol provinces.

Job Descriptions:

Responsibilities:

  • Responsible for the overall MCH services at central level.
  • Regular supervisory visits from the provinces (Samangan and Sar-e-Pol) specific from MCH services and provide support to the provincial RH officers.
  • Attend all meetings /workshops at central level.
  • Close communication and coordination with MoPH, UNICEF, WHO and provincial related technical staff specifically with RH officers.
  • Active participation in all MCH related trainings at central level.
  • Collecting and analyzing monthly MCH data from HMIS and giving feedback in case of need.
  • Regular follow up of MCH related core indicators (ANC, PNC, CYP and Institutional deliveries) with provinces.
  • Assist provincial RH officers and HFs Midwives with capacity of knowledge regarding MCH services.
  • Active participation in monthly staff coordination meeting at the main office.
  • Prepare monthly, quarterly and annual working plan and share with head of department.
  • Follow up of monitoring finding recorded in M/E visits.
  • Check monthly technical report (MCH part) and giving feedback in case of need.

PSEA Related Responsibilities:

  • Responsible for managing information for the projects and ensuring the integrity of PSEA related activities at central level.
  • Operates the PSEA-GBV clauses and other relevant documents, updates and analyze information timely and regularly.
  • Provide reliable, accurate, and timely information and reports of PSEA-GBV of Samangan and Sar-e-Pol provinces to the line manager for reporting, planning and decision-making purposes.
  • Continues communication with field PSEA-GBV provincial focal points.
  • Ensure that all HFs have PSEA registers, complains boxes and monthly reporting formats. 
  • Ensure technical assistance and active involvement in PSEA-GBV related assignments like PSEA policy, monthly report and communication with doner.
  • Responsible to arrange and conduct PSEA-GBV training sessions to provincial focal points and relevant staff.
  • Supporting the project staff in understanding PSEA policy and ensures its implementation in all HFs.
  • Ensure effective team work and coordination with project staff and provincial focal point in order to ensure that all staff has applied PSEA-GBV policy in the HFs.
  • Development of M/E visits from field for PSEA-GBV purpose for the HER project of Samangan and Sar-e-Pol provinces.
  • Participation in all meeting, training, workshops regarding PSEA-GBV both virtual and physical at central level.
  • Identification of PSEA-GBV gaps at the provincial and central levels and undertaking the required steps to fill those gaps.
  • Collecting monthly reports from field and sharing related with line manager.
  • Responsible to maintain effective coordination with UNICEF and WHO at central and provincial offices and with project staff
  • Any other task that given by line supervisor.

Professional Competencies:

  • Having MD degree or Bachelor degree of Midwifery certified by Ghazanfar Institute.
  • Three years’ experience in the relevant position, good understanding of MCH related indicators and GBV-PSEA related issues.
  • Be proactive and take initiatives and work independently.
  • Ability to prioritize tasks, handle tasks simultaneously, and to work under pressure.
  • Familiars with Dari, Pashto and necessary English Languages

Job Requirements:

MD or Bachler degree of Midwifery from Recognize University.

Fluent in Dari and Pashtu and working Knowledge of English.

At least 3-years full time experience of working in RH positions.
