Job Descriptions:

Identity

Safeguards the corporate identity of Cordaid towards external relations, like donors or governmental organizations. Develops and plans actions to determine and reinforce the Cordaid identity to specific market segments as well as national government. Provides strategic advisory support to Project Managers and Heads of other units in the Country Office on programmes development and implementation.      

Acquisition & bid management          

Develops a funding strategy for building relations and securing Cordaid’s income as per the agreed Country Office targets. Translates the strategy into a Business Development Plan. Leads the contacts of a diverse set of private and/or institutional donors. Leads negotiations for specific assigned bids and provides donor specific advice on rules, regulations and policy. Uses donor contacts to ensure the winning outcome of calls and proposals. Oversees the role division, planning and communication with donors and a consortium in order to achieve winning bids and a positive outcome for Cordaid Afghanistan.

Strategic program & planning             

Supports the Country Director in the project management and management of donor contracts. Participates in management meetings and assures the overall reputation management and positioning of Cordaid for funding opportunities. Responsible for resource planning and capacity building of project managers and experts in view of programme planning and development.

Network representation         

Identifies and establishes contacts with or partner organizations and explores potential areas for collaboration, taking into account the mission statement of Cordaid, the programmatic possibilities and the Cordaid localization strategy.

Compliance & accountability             

Reviews the current processes and ensure compliance with the Standard Cordaid Procedures. Ensures donor compliance including partners and consortium members in all aspects of narrative an financial reporting, field monitoring, spot-checks and audits, and interim as well as final evaluations. Assesses the consequences of non-compliance and advise on measures to reduce the impact for Cordaid. Ensures donor standards and quality assurance on donor reports. Responsible for national governmental relationship and accountability, including reporting and legal requirements.

Monitoring, Evaluation & Learning (MEL)       

Oversees the development of the Country Strategic Report and the Annual Country Reports and Plans. Leads the development of program opportunities for learning research and publications and implementation of relevant policies and guidelines. Facilitates the dissemination of promising practices and lessons learned for better programming and sound decision-making. Monitors the implementation to post-completion of projects on SharePoint, Devresults and IATA with the support of Head of PMEAL department and Project Managers.

Personnel management         

Leads and coaches the business development, communication and reporting manager and other key functions/projects as delegated by the Country Director. Promotes room for professional freedom to determine how to execute the work. Builds on the strengths and talents of staff members to improve team and individual performance. Emphasis teamwork, project based working and commitment. Ensures efficient use of resources and controls quality of work.

Integrity           

Showcases integrity standards as outlined in Cordaid’s integrity policies. Fulfills integrity responsibilities as outlined in Cordaid’s Integrity Framework and Standard Operating Procedures. Actively contributes to a safe environment within their scope of influence by encouraging dialogue, trust, as well as understanding and adherence to Cordaid’s integrity standards and procedures.

Job Requirements:

Knowledge, Skills, and Experiences

Master’s degree in international development, Business Development or related Social Science.

Extensive knowledge of management & leadership styles, international cooperation with local partners, country/region of the Country Office, techniques, reporting standards and languages

Knowledge of the multiple fields of expertise; health, agriculture, livelihood, peacebuilding, microfinance, SAFS, DRR/climate change, emergency or other relevant subject on an academic level

Mixed humanitarian and development (and preferably peacebuilding) experience

Behavioral values and skills: accountability, respect, diversity & inclusion, sustainability, entrepreneurship, teambuilding, negotiation, conflict management, collaboration

Excellent English writing including proposal writing and communication skills

Extensive knowledge of institutional donor-funded programs and requirements, program management, localisation agenda.
