About Action Against Hunger:

Action Against Hunger/Action Contre La Faim (AAH/ACF) is a Non-Governmental Organization (NGO) that was created in France in 1979. AAH/ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995.  AAH/ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a local health system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are at greater risk of malnutrition. Nutrition programs rely on an integrated approach, addressing both primary and underlying causes, in order to have a lasting impact on nutritional status.  The country team worked at community level, in villages and at provincial level, strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional response activities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support and the distribution of hygiene kits to affected populations.

Job Descriptions:

Position Objective

Support the HAS Department in AAH intervention areas

 

Mission 1: Ensure a high level of situational awareness and security culture among visitors and the Coordination team, guided by the humanitarian principles

The HAS DHOD is responsible for:

  • Briefing/training staff and making them aware of the context, trends, political and security environment, procedures and rules
  • Briefing and debriefing every AAH staff on security events, political & security contextual developments
  • Identify training needs and conduct training for staff
  • Plan regular training session on Humanitarian Principle, AAH Charter/Values
  • Plan briefing on every new AAH employee & visitors
  • Plan regular contextual briefing with both nationals and expatriates staff
  • Keep sensitising every AAH employee on rules, procedures

 

Mission 2: Collect, analyse and convey information about the political and security situation as well as contextual developments in Kabul

The HAS DHOD is responsible for:

  • Collecting and recording information related to security and contextual developments
  • Analysing the information, qualitative and quantitative analysis
  • Communicating information and analysis at the Coordination level
  • Participating and representing AAH in security meetings, authorities and powerbrokers
  • Maintenance of an effective network, with local input, on contextual and security matters
  • Closely follow up social, local, national and international media
  • Participate in security meetings with different parties and organise meetings every time it is necessary (with external partners and/or AAH staff)
  • Convey every necessary piece of information and analyses to the Head of HAS Department (CD when HAS HoD is absent)

 

Mission 3: Evaluate and monitor risks and provide support in case of a security incident

The HAS DHOD  is responsible for:

  • Evaluating the risks for Kabul and its neighbouring provinces, including field offices of the mission and keep this evaluation up-to-date
  • Suggesting mitigating measures to the identified risks and monitoring the implementation of mitigation actions or procedures
  • Supporting the writing of security incident reports
  • Providing advice and guidance on reinforcing AAH access, safety and security systems
  • Supporting the CD and HAS team during and after a security incident
  • Provide advice and recommendations on security issues
  • Propose security rules to mitigate the risks, these rules being specific to every activity and area of operation, and ensure their implementation
  • Following a security incident, collect information, analyse causes and actions to implement and participate in the report writing

 

Mission 4: Expand and maintain AAH’s network and engage with all relevant parties to gain access through acceptance, within the respect of humanitarian and AAH principles

The HAS DHOD is responsible for:

  • Representing the HAS department within national/local authorities & stakeholders
  • Managing the effective implementation of humanitarian access communication and negotiations guided by AAH charter of principles and humanitarian principles
  • Promoting learning and sharing of best practice in obtaining humanitarian access amongst national and international INGOs and access project in collaboration with other Humanitarian INGOs in Afghanistan;
  • Building AAH credibility and relationships with actors responsible for overseeing the AAH interventions, including government authorities, non-governmental authorities, community and religious leaders, and relevant powerbrokers
  • Building AAH acceptance through positive engagement with community members and by involving all parties in the dialogue regarding humanitarian needs and response
  • Attend local and regional coordination meetings to represent AAH to government and INGO partners

 

Mission 5: Ensure the implementing (and revision, if necessary) of the AAH access strategy, supporting the delivery of the identified strategic priorities.

The HAS DHOD is responsible for:

  • Produces overall analysis/relevant data and conduct assessments in a systemic way, based on discussions with the FCs
  • Discuss with HAS HOD to provide guidance on understanding of the context
  • Discuss with FCs on revising the Humanitarian Access Strategy
  • Providing guidance and recommendation on HAS teams and FCs on Security & Access reports

 

Mission 6: Supervision of HAS team

The HAS DHOD  is responsible for:

  • Make sure that the Radio operators control the movements
  • Validating every movement in/out from the Base during working hours
  • Organising training sessions
  • Carrying out appraisal interviews
  • Make sure that the head of guards closely monitors from the activities of the guards and reaches to their needs
  • Supporting the HAS Assistant
  • Providing necessary orientation and guidance to the Radio operators and HAS Assistant
  • Providing technical support to the Capital HAS team

Job Requirements:

Academic Background

Bachelor Degree in administration, social science, management or any other related field, or similar qualification with proven adaptability to the position

 

Previous experience needed:

Minimum 3 years of experience in a same or managerial role preferably with INGo.

Job qualifications & Skills:

  • Be available ASAP;
  • Have an education/background in Safety and Security Management for NGOs, or have relevant experience showing the qualification; 
  • Have experience in Afghanistan with reputed NGOs with wide program outreach in different provinces
  • Critical thinker; evidence-based approach to humanitarian access, security and safety management
  • Expertise in modern access and security practices and global issues affecting the aid sector and have comprehensive knowledge of the Afghan political and security context 
  • Ability to work within a multi-cultural and multi-ethnic team, with heavy movement restrictions
  • Extensive knowledge of individual and organizational security issues, expertise in threat/risk assessment, security management and security awareness in violent environments
  • Ability to adapt to the beneficiary' needs while balancing community and security actors' demands
  • Experience in crisis/incident management, and incident reporting, mapping, and quantitative analysis
  • Proven facilitation/pedagogical skills to conduct effectively and efficiently training and briefings
  • Self-motivated and autonomous individual in a highly stressful environment
  • Proven analytical and writing skills; from complex multi-layered political and security topics, ability to come out concisely with simple theories underpinned by evidence-based arguments
  • Knowledge of excellent Microsoft Office and outlook
  • Committed to the humanitarian principles, ACF mandate and charter. In particular, a good understanding of ACF's action and ensuring continuity to underpin all aspects of the job.  
  • Commitment to ACF code of conduct and PSEA policy; sensitive to gender issues
  • Able to provide ACF with a clean bill of health, references and have no criminal record;
  • Language requirement: Fluency (written and spoken) in English and knowledge of national language Pashto & Dari is an asset.
