Job Descriptions:

Under the overall supervision of the Programme Coordinator (Protection) and the direct supervision of the National Programme Officer (Protection), the Incumbent will be responsible for:

Job Requirements:

Core Functions / Responsibilities:

 

  • Support the development and maintain information and data management systems and processes for the Protection unit.
  • Support in the qualitative and quantitative data analysis for different audiences and stakeholders based on collected protection data, including, by consolidation, cleaning and verifying it.
  • Support the preparation and submission of periodic reporting for the unit, ensuring accuracy and alignment with internal or donor requirements and policies.
  • Support in preparing and developing analytical tools, statistics, and reports on protection activities and data.
  • Design and maintain protection products, including, data visualization and data communication tools, such as, pivot tables, PowerBI dashboards etc.
  • Provide support to the supervisor and programme manager to develop logical frameworks and monitor targets and indicators across protection projects, including, with the set-up and maintenance of relevant trackers and products.
  • Guide and support Protection Associate for PIM and Reporting on management of internal databases, including, for case management and protection monitoring, taking responsibility for its overall maintenance, troubleshooting and alignment with programme needs on a regular basis.
  • Support the administrative part of the Protection unit with systematizing, streamlining, and development of appropriate information management systems for monitoring and implementation of protection activities.
  • Work closely with protection staff to consolidate, clean, review and analyse protection data from all activities, ensuring confidentiality and data protection principles are adhered to at all times.
  • Provide regular training to protection staff, particularly field teams on data collection, entry, tools, and data protection. In particular, related to case management and protection monitoring, in coordination with the protection officers.
  • Undertake duty travel as needed.
  • Perform other duties assigned by the supervisor.

 

Required Qualifications and Experience

 

Education

Bachelor’s degree in Software engineering, Computer Science, Information Management, Database System Administration, Software Development, or a related field from an accredited academic institution with Four years of relevant professional experience

 

 or

College diploma in the above fields of studies with six years of relevant professional experience.

 

Experience

 

  • Experience in development and maintain information and data management systems.
  • Experience in the qualitative and quantitative data analysis.
  • Experience in preparation and submission of periodic reporting for donor.
  • Experience in preparing and developing analytical tools, statistics, and reports on protection activities and data.
  • Experience in design and maintain protection products, including, data visualization and data communication tools.
  • Experience working with excel, preferably advanced skills in excel, PowerPoint, kobo toolbox, ODK and report writing.
  • Experience with relevant software such as PowerBI, InDesign, ArcGIS, MapInfo, SPSS, EpiInfo6, SQL Server, and/or progress is required.
  • Experience with HTML, PHP, ASP and/or Java is required.
  • Experience in managing data collection, entry, and maintenance (KOBO preferably)
  • Experience in managing and developing databases.
  • Excellent drafting skills and experience in creating documents and data visualizations.
  • Experience with setting up/maintaining knowledge management systems a distinct advantage.

 

SKILLS

 

  • Excellent understanding of data collection methods, statistical and data visualization tools
  • Advanced knowledge of Microsoft Office Suite.
  • Awareness of IOM Afghanistan country operations, irregular migration and challenges protection concerns that undocumented Afghan returnees experience, particularly vulnerable groups that have been deported. 
  • Demonstrated awareness of humanitarian protection principles and assistance
  • Proven ability to coordinate multi-sectorial programs and to coordinate staff remotely from the central office.
  • Expertise in facilitating training and coordinating technical inter-agency working groups with protection actors including government, UN and civil society.
  • Excellent understanding of migration, displacement and protection concerns including gender-based violence, human rights violations, and other vulnerabilities
  • Ability to meet deadlines and work under pressure.

 

Languages

 

  • For all Applicants, fluency in English is required (oral and written).
  • Working knowledge of Pashto or Dari is required.
  • Fluency in all national language(s) are highly advantages.
