Job Descriptions:

Reporting to the Regional Manager, the Projector Coordinator is responsible for leading in the design, implementation and monitoring of food Security and Livelihood project focusing on livelihood, agriculture, and other emergency interventions within the AAA program region. The purpose of the position is to support the improvement of access to sustainable livelihood, agriculture and emergency interventions and overall wellbeing of communities. In carrying out his/her work, the PC Coordinator interacts with other project staff in the organizations and communities across the Herat province.

01:   Project Development and Management:

  • Ensure that the Project is planned, implemented, and managed with technical, logistical, and administrative support.
  • Ensure that proper documentation is maintained according to the ActionAid and donor requirements.
  • Provide support to the project teams to develop and revise strategic plans to align with the country strategy.
  • Accountable for oversight of monitoring, budget utilization, preparing weekly, monthly, quarterly, and annual reports.
  • Assist Line Manager in responding to enquiries of a technical nature from field staff, government, donor, and other stakeholders.
  • In collaboration with the Regional Manager, ensure the enquiries from donors are responded to promptly and that good quality project reports are prepared and submitted on time. 
  • In consultation with the Regional Manager, organize and facilitate meetings and workshops with relevant staff to guide Project direction and enhance Project performance.
  • Undertake regular visits to field and project sites to support implementation, validate monitoring reports and assess capacity needs of field staff.
  • Provide inputs to the development of concept notes, proposals, emergency strategy, details implementation plans and master budgets.
  • Identify priorities and technically assist on assessments, designing and overseeing KAP and other surveys.
  • Identify key gaps in emergency facilities and minimum standards in the Humanitarian interventions by providing technical checking of emergency aspects of the Programme and proactively promote high quality approaches for the response.

02:   Project Quality Assurance:

  • Effective project delivered with impact in line with agreed objectives.
  • Actively encourage and facilitate the documentation of good practice and lessons learned in the field and ensure that this information is shared throughout the country Project.
  • Guide the process for identifying, reviewing, and developing indicators for measuring progress and impact of project interventions. Such performance indicators are to be developed in consultation with the relevant Project teams.
  • Support and train Project and project staff members to undertake baseline, endline surveys, evidence-based assessments and both qualitative and quantitative data analyses to measure and document Project/project effectiveness in accordance with ActionAid guidelines. 
  • Ensure that data collection and analyses is shared with Project staff and include a focus on gender issues.
  • Assist the Program Manager in preparing progress and final reports, together analyzing these in terms of problems and actions needed.
  • Develop capacity building plan for team and implement it in coordination with HR and line manager.
  • Maintain growth of team through appropriate measures e.g. create learning and sharing environment, on-the job training.
  • Coordinate with community mobilization team and other sectors for capacity building of community-based organization/groups and volunteers involved in emergency program.
  • Representation & Advocacy & Organizational Learning:
  • Take steps to document lessons learned, from emergency programs, for wider dissemination.
  • In collaboration with senior Programme staff, assist in advocacy activities that target decision-makers at all levels.

03:   Coordination:

  • Engage with government to appraise about AA’s work and to feed it into government planning processes: Represent AAA in GOA meetings as advised by line manager to appraise them of AAA's work to garner support in smooth implementation of projects.
  • Engage intra and inter department coordination with finance, admin, logistics, IT, HR, and MEAL for smooth and transparent implementation of the project and staffing.
  • Attending stakeholder meetings as advised by line manager and represent AAA at provincial cluster coordination meetings.
  • Coordinate with other partners and other relevant authorities and administration to ensure coordinated implementation.
  • Coordinate with other sectors (Food security and Livelihoods etc.) to ensure integration in program.

04:  as required:

  • Represent AA Afghanistan; undertake all such actions that are required to further AA role in the country and the federation and undertake assignments as directed by the line manager.
  • Comply with AAA policies and practice with respect to child protection, code of conduct, health and safety, equality, and other relevant policies and procedures.

Any other tasks assigned by line manager to achieve the objectives of position.

 

Job Requirements:

  • Bachelor’s or master’s degree in management or Agriculture with 4-6 years of experience preferably in NGO settings.
  • Hands on experience on Emergency, FSL programs coordination and implementation.
  •  Fluency in written and spoken English; local language skill an advantage.
  •  Proven working experience with communities.
  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in a team.
  • Situations.
  •  Experience working with rural communities in development and/or emergency context.
  •  Computer literate (MS Office)
  •  Strong report writing skill.
  •  Thorough understanding of project cycle.
  •  Good understanding of budget monitoring.
  •  Facilitation and communication skills.
  • Willingness to provide technical support to other programs in the field office in the area

Technical Skills:

  • Negotiation and influence skills.
  • Strong analytical, research and report writing skills as well as excellent presentation and
  • facilitation skills.
  • Independent, self-starter and creative
  • Ability to work under minimum or no supervision.
  • Must be a team player and ready to work in and contribute to team building environment.
  • Team builder, appreciates cultural diversity and inclusion, safeguarding/ protection issues etc.
  • Computer literate with good presentation skills
  • Experience of working in Agricultural/Livestock/ livelihood Programme with emergency context.
  • Experience of working with various ministries and government departments to improve service provisioning, capacity building, policy advocacy processes.
  • Experience and skills to handle implementation of complex and socially sensitive components of adolescent development, given the context of fragile socio-economic and security situation of the country.
  • Excellent communication and reporting skills in English.
  • Excellent team building and participatory management skills.
