Program/Department Summary

EmpowerED (Elevating Trainer Expertise in Afghanistan) program, funded by GiZ (Deutsche Gesellschaft fuer internationale Zusammenarbeit) aims to increase access for vulnerable young people, including women, to needs-based quality vocational training within in-company apprenticeships or other on-the-job training opportunities. The program targets master trainers from private sector companies across Kabul, Parwan and Herat and establishes master trainer courses based on in-depth market assessment. The program will be implemented together with two national partners.

Job Descriptions:

General Position Summary

Under the umbrella of the Program Performance and Quality (PaQ) Unit, supervised by the Community Accountability Reporting Mechanism (CARM) Manager, the CARM Officer will be responsible for coordinating and following up on feedback mechanisms of the partners and ensuring accountability and transparency in the implementation of the program, including both for directly implemented activities and for activities implemented with or via partners. The CARM Officer will help the CARM Manager to ensure proper, safe, accessible, transparent, and confidential feedback mechanism is in place for Mercy Corps and with the partners. The CARM officer will ensure all proper procedures of managing and responding to all feedback are followed by the partner’s response mechanism.

The CARM Officer will support other initiatives as requested by the CARM Manager.

Essential Responsibilities

Implementation and Program Quality

Working under the direction of the CARM Manager, s/he will handle the following responsibilities:

  • Assessing and evaluating partners feedback and response mechanisms to ensure system is substantially equivalent with Mercy Corps community accountability Reporting Mechanism standards.
  • Together with partners support and conduct CARM assessments.
  • Coordinate the design and implementation of feedback mechanisms with local partners, including community context appropriate feedback channels.
  • Ensuring that feedback mechanisms of local partners are accessible to all community members, including vulnerable populations.
  • Ensure closure of all feedback cases by following up closely with relevant team member(s).
  • Collect monthly report of community feedback from partners and share with CARM Manager.
  • Ensure community feedback is reflected among all aspect of program implementation as part of program adaptive management.  
  • Monitor and evaluate the effectiveness of feedback mechanisms with local partners and make recommendations for improvement.
  • Provide regular updates to Mercy Corps CARM team, program staff, partners, and stakeholders on feedback mechanisms and community feedback.
  • Ensure that feedback mechanisms of local partners comply with Mercy Corps CARM standards in addition to donor guidelines and standards.
  • Coordinate with program staff, partners, and stakeholders to address gaps in partners CARM system in a timely and effective manner.
  • Document and share best practices and lessons learned in community accountability and transparency with partners.
  • Provide capacity building training and sessions for partners on how to effectively implement and manage feedback mechanisms, including topics such as community engagement and sensitization, data collection, and analysis.
  • Assisting the CARM Manager in analyzing trends and preparing monthly/bi-monthly reports.
  • Conduct field visits, spot checks, trainings, and follow-up on partners accountability and feedback mechanisms within their operation areas.
  • Support and provide inputs to the Partners in tasks related to community engagement, sensitization designing and distributing IEC materials.
  • Work closely with Partners MEL team, to integrate CARM related questions within all MEL tools and ensure CARM indicators are incorporated within each MEL Plan.
  • Ensure safeguarding key messages are reflected in  partners' awareness sessions and training materials.
  • Support local partners CARM focal points in maintaining CARM standards within their systems.
  • Create CARM Monthly dashboard using visualization tools such as tableau or Power BI
  • Follow-up with relevant partners on agreed upon system corrections, adjustments, and actions, informing and strategizing with the CARM Manager.
  • Conduct CARM orientation sessions for program team, partners, and other stakeholders.
  • Support the CARM Manager in conducting CARM orientation of new project staff.

Security

Ensure compliance with security procedures and policies as determined by country leadership.

Job Requirements:

 

  • Knowledge and Experience:

  • Bachelor’s degree in a relevant field such as BA, international development, social sciences, or a related field.
  • At least 1-3 years of experience in community engagement, accountability, or a related field.
  • Experience working with local partners and community-based organizations.
  • Strong communication and interpersonal skills.
  • Fluency in Dari and Pashto is required.
  • High proficiency in both written and spoken English required.
  • Proven experience in remote data collection, and data management.
  • Computer skills: proficiency in MS Office package, and strong knowledge of database management is required.
  • Excellent listening, interpersonal, communication and networking skills; and the ability to work with diversified populations.
