About Action Against Hunger:

Action Against Hunger/Action Contre La Faim (AAH/ACF) is a Non-Governmental Organization (NGO) that was created in France in 1979. AAH/ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995.  AAH/ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a local health system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are at greater risk of malnutrition. Nutrition programmes rely on an integrated approach, addressing both primary and underlying causes, in order to have a lasting impact on nutritional status.  The country team worked at community level, in villages and at provincial level, strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional response activities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support and the distribution of hygiene kits to affected populations.

Job Descriptions:

Goal

Under the overall guidance of the Country Director, and with technical guidance from MEAL Advisor at HQ, The MEAL Head of Department will be responsible to establish and lead the MEAL mission at AAH Afghanistan.

 

Mission 1: To implement AAH International MEAL Strategic Plan and National adaptation to Afghanistan in coordination with all program departments

  • With the support of Country Director and MEAL HQ Advisor, and based on past achievements/challenges, coordinate and implement Global MEAL strategic plan
  • Based on the national strategy, support the design including budgets of projects for all programmes including Emergency, Surveillance, Health & Nutrition, WASH, Food Security and Livelihoods, Mental Health and Care Practices
  • Coordinate with the Health & Nutrition,, WASH, Food Security and Livelihoods, Emergency, Mental Health and Care Practices, and MEAL and Partnership Departments on the mission to develop living MEAL plans and lessons learned driven adaptive programming
  • Consolidate and analyse data from all data collections and produce relevant documents to share with internal and external stakeholders
  • Produce in partnership with internals relevant team capitalisation reports including lessons learnt and recommendations for future capacity development in country based in project experience
  • Actively contribute to the development of AAH Technical advocacy in relevant fields including Nutrition, Protection and integrated programming with drafting/review of positioning papers

 

Mission 2: Coordinate and lead the MEAL systems set-up and implementation for all projects / programs in AAH Afghanistan mission

  • Contribute to project proposal and logic model development, using knowledge from AAH documented lessons learned and best practices.
  • Develop indicators and M&E plans for all projects and design the MEAL calendars in the collaboration with other management members (technical head of departments, field managers and field coordinators) based on the projects updated workplan.
  • Design and develop the M&E tools (baseline, endline, surveys, pdms’, questionnaires, observations grid, etc.) based on the project’s M&E systems.
  • Support to ensure data quality and data analysis of surveys, and writing & dissemination of the reports for M&E related activities (CSI, post-distribution surveys, etc.)
  • In coordination with IM where appropriate, streamline the data/information flow and requirements.
  • Support the formulation and integration of Management Information System technology
  • Promote the data digitalization and visualization culture using but not limited (Kobo, odk, powerbi ) at mission level
  • Leverage lessons learned, best practices, program data, evaluations and other information to generate donor communication pieces, proposal annexes, success stories, case studies and other high-quality, results-based documentation.
  • Participate in the consolidation and analysis of data from all data collections and produce relevant documents to share with internal and external stakeholders
  • Support the inclusion of all MEAL activities in new project proposals and their implementation
  • Provide input into budget management issues related to the MEAL components of the projects

 

Mission 3: Provide technical support for accountability and learning and to integrate within all intervention

  • Lead and supervise program and MEAL teams in preparing/adapting and implementing accountability mechanisms with AAH across all projects.
  • Document lessons learned and best practices, produce case studies and stories through collation and analysis of M&E data and other means
  • Train AAH staff to raise awareness on humanitarian Accountability complaints and feedback mechanism.
  • Oversee the CFM hotline management, ensuring an appropriate documentation, categorization and accurate referral of the feedbacks / complaints to the relevant departments.
  • Ensure appropriate follow up and dissemination of any feedback/ complaints received through CFM hotline
  • Act as internal verifier/assessor as required on complaints and feedback made
  • Participate in the centralization and dissemination of procedures, guides and tools linked to MEAL activities
  • Disseminate and ensure the proper follow-up of recommendations issued from assessments, studies and evaluations (e.g. KAP survey, baseline, endline, etc.)
  • Ensure data confidentiality, ownership of project by beneficiaries.

 

Mission 4: Manage the MEAL Department

  • Manage, in either a functional or hierarchical manner (depending on the staff), Action Against Hunger Afghanistan’s MEAL personnel
  • Evaluate the technical performance of all MEAL team members (such as MEAL IM officer, MEAL supervisors, hotline officers…), and carry out capacity building responsive to their needs
  • Encourage inter-team exchanges for mission-wide learning on best practices, integrated efforts, and sharing experiences
  • Oversee MEAL activities through monthly and weekly plans prepared by the MEAL staff and ensure that the team closely coordinated and communicated the plan with Technical, Program and Logistics teams.
  • Coach and mentor the MEAL Department’s staff, suggest tailored training opportunities to develop their career and hold regular meetings to discuss about their performance and motivation.
  • Closely coordinate and communicate MEAL plans / activities / needs with other departments as needs be (HR, Logistics, Finance, Admin, etc.).
  • Preparing recruitment for national and international staff including consultants in collaboration with DCD Programme where appropriate

Job Requirements:

Academic Background

Bachelor Degree in social science, management or any other related field, or similar qualification with proven adaptability to the position

 

Previous experience needed:

Minimum 5 years of experience in a related fieldwork with INGo.

 

Personal requirements:

  • Experience in data analysis, reporting, monitoring and assessment. Initiative, organise, availability/learning capacity
  • Ability to work and motivate a team,
  • Interpersonal qualities and diplomacy –organized and rigorous 
  • Minimum standard of professionalism in communication styles
  • Very good computer skills (Word, Excel, Sphinx IQ2, Kobo, odk, Power bi, SPSS, STATA)

Strong motivation to integrate data driven recommendations for programme improvement.
